The Humbert H. Humphrey Fellowship Program

The Hubert H. Humphrey Fellowship Program enhances leadership among international professionals who collaborate to address local and global challenges and foster change for our collective good.  Through academic study and professional development with U.S. counterparts, this growing global network shares best practices and builds expertise in fields of critical importance to advance societal and institutional capacity, promote human rights, and freedoms and ensure sustainable environments.

Through conferences, networking meetings, seminars, and workshops, Fellows expand their perspectives on their work and on global issues. The culmination of the Fellowship year is a six-week work experience with American organizations.

A core part of the Fellowship is a special year-long Humphrey Seminar organized by the host university. In the seminar, Fellows are introduced to the skills and perspectives they will need as global leaders, share approaches to common issues and problems in their regions, and learn about many aspects of U.S. culture and society.

Fellows are placed in groups of seven to fifteen at selected U.S. universities, which serve as their academic and professional bases. The Global Leadership Forum within the framework of the fellowship provides an opportunity for Fellows to meet their Humphrey colleagues from all 13 host campuses and to initiate friendships and professional relationships.

  • An undergraduate;
  • A minimum of five years of full-time, professional experience;
  • Limited or no prior experience in the United States;
  • Demonstrated leadership qualities;
  • A record of public service in the community;
  • English language ability;
Fields of Study:
  1. Human and Institutional Capacity (Economic Development, Finance, and Banking, Public Policy Analysis and Public Administration, Technology Policy and Management, Human Resource Management);
  2. Rights and Freedoms (Communications/Journalism, International Religious Freedom, Law and Human Rights, Trafficking in Persons Policy and Prevention);
  3. Sustainable Lands (Agricultural and Rural Development, Natural Resources, Environmental and Climate Change, Urban and Regional Planning);
  4. Thriving Communities (Contagious and Infectious Diseases, Public Health Policy and Management, HIV/AIDS Policy and Prevention, Substance Abuse Education, Treatment and Prevention, Educational Administration, Planning and Policy, Higher Education Administration, Teaching of English as a Foreign Language).

The submission deadline for the online application is 18:00 (local Georgian time) on June 27, 2022.
