Dr. Shalva Kvinikhidze is a head of the department of International Relations and Euro-Atlantic Integration at the Ministry of Defense of Georgia. He is a graduate of the Doctoral School of Law at the University of Hamburg. He has outstanding experience of pedagogical and professional activities. In the past years he served as the Head of International Relations Department of the Ministry of Internal Affairs and the Head of Public International Law Department of the Ministry of Justice. He was a member of the Interagency and Intra-Departmental Working Group Implementing the Georgia-EU Visa Liberalization Action Plan, Head of the Delegation Negotiating the Agreement between Georgia and The European Union Agency for Law Enforcement (CEPOL), Head of the Delegation Negotiating a Strategic and Operational Level Agreement between Georgia and Europol (EUROPOL), Head of the delegation negotiating a new working agreement on operational cooperation between the European Border and Coast Guard Agency (FRONTEX) and the Ministry of Internal Affairs of Georgia. He is awarded by the US Embassy, the British Embassy and the Estonian Country Awards.
Dr. Shalva Kvinikhidze is actively involved in scientific-research activities. He is the author of numerous international and local scientific publications, speaker, participant and moderator of local and international scientific conferences, seminars, workshops. Is an Associate Member of the Max Planck Institute for International Law and Founder of the Institute for International Maritime Law and Policy.
